Evaluation of Marion County (IN) Regional Partnership Grant Program

Project Purpose: Volunteers of America, with funding from the Administration on Children, Youth and Families, is providing residential treatment services for mothers and their newborn children who were exposed to harmful substances in utero.

Project Design: The process evaluation includes site visits, interviews with staff, focus groups with participants, document review, and direct observation. The quasi-experimental design includes a comparison of services received and outcomes experienced by those who participate in the grant funded enhanced services, and those who did not participate in those services but would have been eligible. Data will be drawn from child welfare, and court records.
