Evaluation Technical Assistance for the Portland Children’s Levy Mentoring Grantees

Purpose: NPC Research provided evaluation training and technical assistance to the 10 mentoring grantees funded by the Portland Children’s Levy. The Portland Children’s Levy, a voter-approved initiative, provides funding to nonprofit organizations programs in the areas of early childhood care and education; child abuse prevention and foster care; mentoring; and after school programming. Funded programs are required to document their activities and outcomes, and NPC assisted the Levy staff and the funded agencies with identifying appropriate performance measures, creating and selecting evaluation tools, and creating data collection and management systems.

Project Design: This project involved three phases. In the first phase, NPC provided an initial assessment of each funded agency in order to develop a customized technical assistance plan. The second phase of the project involved providing the needed technical assistance to the grantees, and the third phase of the project involved monitoring grantee progress with their data collection and reporting activities.
