Harford County Family Recovery Court Evaluation

Research Questions: Is the program successful in reaching its program goals? Specifically, what are the treatment and child welfare outcomes for families served through the program? What are the cost-benefits of drug court participation?

Project Design: The process evaluation included collection and analysis of qualitative data gathered through key stakeholder interviews, focus groups, and observations. The outcome evaluation included administrative data collection using child welfare, court, criminal justice, and treatment records. NPC used its Transactional and Institutional Cost Analysis (TICA) approach to determine cost-benefits of the program. Results assist the drug court in identifying whether or not the court is meeting its stated goals and objectives, in improving the services to drug court participants, and in gaining support from the communities.
