Purpose: Lane County’s Child Care Enhancement Program is designed to promote child care affordability and quality in family and center-based child care settings. The program, the first pilot project funded through the Oregon Child Care Tax Credit, provides intensive one-on-one technical assistance, wage enhancements, and scholarships for professional development to child care providers along with financial assistance to parents to offset the cost of child care. The evaluation was designed to measure changes in (a) child care affordability; (b) provider compensation; and (c) child care quality.
Project Design: The 3-year longitudinal evaluation included a process study to document program implementation and an outcome study based on observations of child care programs and surveys with child care providers and parents.
