NPC Research conducted an outcome/impact evaluation and cost-benefit evaluation of two Michigan Adult Drug Treatment Courts. The outcome/impact evaluation utilized both key stakeholder interviews and administrative data to determine whether the programs are having their intended impact on the local population of adults involved with the criminal justice system who also have substance abuse issues. Program outcomes were assessed by using data from the drug court program, substance abuse agencies, the court and other criminal justice databases. The impacts of the program were assessed by comparing the drug court group with a comparison group using statewide and local criminal justice, substance abuse treatment, and probation data. The final component of the evaluation utilized the TICA approach to determine the relative costs and benefits to the taxpayers for individuals going through drug treatment court vs. traditional court processing.
