The purpose of this study was to improve measurement tools available to assess risk and protective factors, ATOD use, violence, and juvenile justice involvement. In particular, the Hawkins & Catalano Communities that Care survey was revised and modified so that it could be more sensitive to measurement issues related to gender and culture. The study also focused on assessing these variables at the school district level and providing technical assistance to schools to use data for ongoing assessment and planning.
