Lisa Lucas, Researcher at NPC Research, has over thirty years of experience coordinating program evaluations and joined NPC in 1998. She applies strong project management, methodological, and analytical skills to evaluations involving juvenile crime prevention, housing and wrap-around services for pregnant women and new mothers experiencing substance use disorder, drug court programs, legal assistance as part of civil right to counsel, service access for survivors of domestic violence and HIV services. Her work centers on using an equity-focused approach to inform policy recommendations and support systemic change.
She serves as project manager and analyst for the evaluation of Juvenile Crime Prevention programs funded by Oregon’s Youth Development Division (2015 to present). Her responsibilities include requesting statewide data, sample selection, analysis and report writing while managing tasks for the team. Lisa also assists with the local implementation of an assessment tool used statewide in Oregon by juvenile justice departments, schools, and community-based service providers to identify youth at risk of initial or continued juvenile justice involvement.
During her tenure at NPC Research, Ms. Lucas also worked for the Multnomah County Department of Human Services in the Domestic Violence Coordinator’s Office and the State of Oregon in the Health Promotion and Chronic Disease Prevention Center and volunteered in person with youth and adults for a Portland-based nonprofit providing wellness services in secure settings. She is also Foundation Administrator for three small family foundations based on the west coast.
Ms. Lucas earned a Bachelor’s Degree in Education from the University of Massachusetts Amherst, with minors in Women’s Studies and Psychology.
